CLUSTER4GREEN gathers in Amman representatives from jordanian ministries and civil society to re-think how to encourage sustainable investments

The Amman Chamber of Industry (ACI) organized on September 25, 2023  a workshop to launch a proposed national framework of sustainable investments  within the Cluster4Green project. 33 participants attended the workshop mainly from Ministries, Governmental institutes, non governmental  &  civil society organizations. 

At the beginning of the workshop, Eng. Fadel Labadi – Project Local  Manager & Manager of the  Industrial Development Department at  (ACI) welcomed the participants and confirmed the importance of the workshop which aim to   conduct consultation of the proposed national frame work of sustainable investments. Eng. Labadi confirmed the importance of the proposed framework   since it is targeted to be decided and adopted  at the national level and it covers four main dimensions: Economy, Environment , Social and Territory  development as well as it aims to enhance competiveness of Jordanian economic sectors.

Then Mrs. Buthayna Abo Rouza , General Manager of the subcontracted  local consultant “Qutoof Development Company” delivered a presentation that highlighted the main objective of the proposed national framework and the main components of the  framework which are the impact rating tool that include contains 29 criteria & 44 questions, and it is an adapted version of the impact rating tool that was developed by the project partner  ANIMA, scoring methodology in addition to incentives that aim to encourage local investments.

The  presentation also served to explain the tasks and phases that has been accomplished by Qutoof and ACI until reaching to launch the framework through the workshop, where the main phases covered  bilateral meetings with stakeholders / ministries, governmental institutes and non governmental organizations, launching a pilot impact  rating tool & competition call  for the manufacturing sector and then customization of the proposed  tool at the national level.

Then the participants were divided into 4 working groups, each one discussing each of the dimensions covered by the framework and then moved to another table to discuss another dimension which allowed the participants to discuss and  feedback on the all the 4 dimensions.  Each dimension was coordinated by a facilitator form Qutoof Staff and ACI staff At the last session of the workshop, each working group presented the outcomes of the  discussion and delivered their feedback  and suggestions  on the rating tool  questionnaire either adding new questions, amendment or deleting any specific question.

Finally, an open discussion took place about the type of proposed  incentives of the framework in order to encourage sustainable investments.

It is worth to mention that based on launching the pilot impact rating tool & competition  for the manufacturing sector,  18 SMEs submitted applications through an online version of the impact rating tool from different  manufacturing sub-sectors such as: plastic, packaging, food,  chemical and furniture industries. Then all applications were scored and 2 highly ranked  SMEs were selected  to provide consultancy services by sub-contracted consultants within the Cluter4Green project in order to improve their sustainability; one assignment in the area of waste management and the other one in the area of energy efficiency.
