Integrated tools and methodologies for sustainable Mediterranean cities

About the project

In the Mediterranean region, two thirds of the population live in urban areas. By 2050, the United Nations Human Settlements Programme predicts that the urban population will grow to around 170 million in the countries on the northern shore and to over 300 million to the south and east. This fact generates serious challenges: growing number of slums, inadequate infrastructures and services (waste collection, potable water, mobility, health threats). Cities play a major role in tackling these challenges. That is why a new sustainable approach to spatial planning and management in Mediterranean cities, offering longer-term sustainable solution, is needed. Combining the capitalisation of the Interreg MED project “CESBA MED: Sustainable Cities” with the ENI CBC MED project “GreenBuilding”, Sustainable MED Cities will provide Mediterranean municipalities with a system of innovative tools and methodologies to develop effective policies, strategies and action plans in relation to the Mediterranean Strategy for Sustainable Development 2016-2025. The project will also deliver innovative capacity-building programmes for Mediterranean cities to step up their capacity to drive the urban regeneration.

Objective

To enhance the capacity of public administration in delivering, implementing and monitoring efficient measures, plans and strategies to improve the sustainability of cities, neighbourhoods and buildings with focus on energy efficiency and the promotion of participatory processes

What will be improved?

To reduce energy demand and CO2 emission in the Mediterranean, quantified data are needed. Therefore, the project will share common tools and methodologies to set common targets and to measure the overall progress in terms of energy efficiency in urban areas. By doing this, the capacity to act of local authorities in sustainable built environment will increase. The adoption of participatory and multi-level governance approaches will increase too. Finally, the impact of policy instruments used by municipalities such as urban plans, strategic plans, building regulations will be addressed.

Who will benefit?

  • Municipalities and regional authorities
  • Energy and urban agencies
  • Training centers and schools
  • Designers, urban planners, architects and engineers
  • Construction companies and materials producers
  • Universities and research centres

Expected achievements

  • 1 Sustainable MED Cities assessment system produced
  • 1 Sustainable MED Cities Platform implemented
  • 1 decision-making methodology for sustainable cities upgraded
  • 1 multi-level governance in energy planning carried out
  • 3 tests on pilot neighbourhoods implemented
